Risk Management Framework & Authorization to Operate Support

Mission Project Cyber LLC provides cybersecurity engineering, Risk Management Framework (RMF), and Authorization to Operate (ATO) preparation and sustainment support for federal information systems and defense programs.

We assist system owners, Information System Security Officers, Information System Security Managers, and program offices with security control documentation, assessment preparation, risk management activities, and ongoing compliance requirements.

Support Across the Seven RMF Steps

The NIST Risk Management Framework provides a structured process for managing cybersecurity risk throughout the information system lifecycle. Mission Project Cyber can assist with individual activities or broader RMF implementation efforts.

RMF Step Support Activities Typical Deliverables
1. Prepare Identify organizational roles, system boundaries, common controls, risk management responsibilities, and mission considerations. Boundary descriptions, stakeholder roles, security planning documentation.
2. Categorize Determine security impact levels for information systems and associated information types. Security categorization using FIPS 199 and NIST SP 800-60 guidance.
3. Select Select, tailor, and document applicable security controls based on system categorization and agency requirements. Security control baseline, tailoring decisions, and implementation planning.
4. Implement Support security control implementation and document how controls are addressed within the information system. System Security Plan, policies, procedures, network diagrams, and supporting documentation.
5. Assess Prepare assessment evidence, coordinate control reviews, and support security assessment activities. Assessment evidence, supporting documentation, remediation records, and POA&M support.
6. Authorize Organize authorization documentation and support risk review activities for the designated Authorizing Official. Authorization package, risk documentation, assessment summaries, and decision-support materials.
7. Monitor Track cybersecurity risk, system changes, vulnerabilities, control effectiveness, and continuing authorization activities. Continuous monitoring reports, POA&M updates, security reviews, and documentation updates.

RMF requirements and deliverables vary based on the agency, information system, authorization boundary, impact level, and applicable federal or DoD policies.

ATO Sustainment & Security Documentation

Obtaining an authorization decision is not the end of cybersecurity risk management. Organizations must continue monitoring security controls, addressing findings, and maintaining accurate system documentation.

ATO Sustainment

  • POA&M development and milestone tracking
  • Security impact analysis for system changes
  • Vulnerability scan review and remediation tracking
  • Security control assessment coordination
  • Continuous monitoring activities
  • Authorization package maintenance
  • Reauthorization preparation

Common RMF Documentation

  • System Security Plan (SSP)
  • Contingency Plans and test results
  • Incident Response Plans
  • Configuration Management Plans
  • Continuous Monitoring Strategies
  • Hardware and software inventories
  • Network and data flow diagrams
  • Privacy Threshold and Impact Analysis support

Understanding RMF, ATO, and CMMC Requirements

Risk Management Framework and Authorization to Operate processes generally support federal information systems operated by or on behalf of government agencies.

CMMC focuses on cybersecurity safeguarding and assessment requirements applicable to defense contractors handling Federal Contract Information or Controlled Unclassified Information in covered contractor environments.

These are separate compliance frameworks with different assessment and authorization processes. Some organizations may be subject to both, depending on their systems and contractual requirements.

Important Distinction

Mission Project Cyber provides cybersecurity consulting, documentation preparation, technical implementation support, and readiness services.

We do not grant Authorizations to Operate. Authorization decisions are the responsibility of the designated government Authorizing Official.
